You want to know why the game is laggy? It's one of those games that if you're not able to consistently run it at 60 fps, it automatically caps the game at 30...
Graphic settings you need to change are under [SystemSettings] in THHDEngine.ini in My Games/THPSHD/Config. Think I need to turn off about 10 different things before it deemed me worthy enough to run at 60 fps. >_>

ye u can also change key settings in 1 of the .ini files.. not worth it tho game sux HORRIBLY.. other ppl told me that before but i reserved my judgment until i could try it.. feel free to do the same =.=
