Well normaly it is the organizator who picks levels, ofc you can talk with judges if they ve any next round level idea(i did it sometimes). Also in normal tour it is like half of the guys will pas round . Means it goes like this. Round1 16players,r2 8players, r3 (semifinals) 4 players and r4(finals) 2players. Idk if it will help you in any way but i am just reading few posts in this thread so i felt like posting this.peace.
