the deadline still wasnt reached so you shouldnt change teams until the deadline has been reached.

When a deadline has passed, the next round starts, so in that case the team would be out without any kind of partner swap. Swapping teammates always happens before the deadline, so that a team still has a chance to advance to the next round and it happens when it is obvious that one of the participants won't be able to play. I've not been actively around lately, so I can not judge whether the players that are swapped were inactive, but they were definately not swapped for the reason you mentioned; to have easier opponents. And with that your whole conspiracy theory is invalidated.
