I'm not using a static IP but my DHCP server always gives it the same IP address so that's good. I have a feeling when I put the PC in DMZ that it didn't really have an effect, I didn't bother to restart the router. And I'm still not sure if my modem is actually blocking port 6500. Is it possible to ping a game host using this port to see if it's open on my end?

its possible ur modem is the problem.. try connecting it directly to the modem for a while and try it, if it doesnt work then u know what the problem is

Well since this was working by connecting directly to the modem I switched to a different router. Everything is working now on my end, FINALLY!! I'll have a room up if anyone wants to join.
